This Thread will list the possible way that the loudout weapon options will work in Halo 4, as normal loadouts for MP and NOT customs, as well as grouping together the other weapons.

Primary Weapons for loadouts:
UNSC:
Assault Rifle
Battle Rifle
Designated Marksman Rifle

Covenant:
Storm Rifle
Covenant Carbine
<mark>Needle Rifle</mark> (much more confident with this now)

Promethean:
Light Rifle (late unlock i assume)

Secondary:

Covenant:
Plasma Pistol

Promethean:
Unknown Promethean Pistol (again, late unlock)

Will update as more weapons are confirmed, i have the needle rifle there as i feel it will return unexpectedly just like the SAW being confirmed. I Will mark possible weapons that may return, but not confirmed with <mark>a highlight</mark>

I’m not sure that it has been confirmed as usable yet but what about the melee weapon we saw the close quarters variant of the Promethean Knight use? Side note: Very dissapointed with the fact that there is no flamethrower, it was so much fun to use even if it wasnt all that effective.
