I want to focus on the UNSC, especially the super intendant of New Mombasa. The super intendant is a dumb AI, but what if a subsection of the AI is a smart AI to study the slip space portal to the arc. Maybe this smart AI is Virgil. The symbols could be the Huragoks trying to give the AI information about the artefact. And looking back at the quote Joe Staten talked about Forerunner ships and these ship symbols are maybe telling the Super Intendant a Forerunner Key ship is needed for the activation of the portal at Voi.
