Basically, the OP wants the exclusive stuff to be released at some point in the future - previous Arena emblems, the Challenger set, and the previous 343 skins to name a few - so that everyone else can have a complete collection.
And by the way, did you change your gamertag a bit?
While it would be cool to do, releasing skins or other cosmetic stuff isn’t going to revive the game. That ship sailed a long time ago. What they need to focus on is trying to keep the current population that they do have happy which could be done by your suggestions and other things like playlist refreshes for example.

I’d say making the rotational social playlists come in groups of three for two weeks each would probably spark a little bit of interest.
Perhaps even making the rotational playlists permenant would draw people back, at least for a little while.

lets say that is going to be very hard to revive, especially with all those remakes coming out. i cant say the name but the new f2p shooters that came out on every platform. halo and xbox need more than exclusivity to keep the casual players
