The problem is that they are fundamentally using FOMO to keep people coming back. I have saved so dozens of points. I would like to spend those points as well as have a reason to play the game. Instead, I spend my 10 points every week, and put it down until the exchange rotates again. Releasing everything into the exchange permanently would do 2 things.
A.) It would allow people who are new/people who don’t care about unlocking every item to target specific items that they want.
B.) It would allow people, like myself, who have unlocked everything in the game to actually use the saved up spartan points that we have.
They have talked about back-dating a bunch of SPs for people, but that isn’t going to matter because all it does is stop people from playing the game with the current exchange model.

If everything only cost 1 spartan point, 2 at the most, I bet the exchange would be much less frustrating. We’re past the point where spartan points are going to be monetizable, so there’s no point making the exchange items so expensive. I’m pretty sure this is something 343 could update within a week.
343, if you want good publicity, make all items from the exchange going forward cost only 1 spartan points each. That should be explicit, clear, and concise enough for you all to understand.

Or just update how much the challenges payout, that way there’s more reason to play the game. I’ll admit I’d spend a lot more time in matchmaking and pve modes if every challenge gave SP.

I think that’s planned for the November update. But I get you’re point.
Yeah, better to keep the prices the same and increase the point output per challenge rather than just making it so you can buy a weeks worth of gear in two or three challenges out of like a dozen.
I like the OP’s idea of increasing the exchange’s item selection in hopes of lowering FOMO. Fortnite has somewhat taken the lead in this regard by expanding their exchange like store.
Although Halo has the advantage with battle passes always accessible. Whereas many other titles do not. An increase in the currently available items on helps keep players happy.
I think your right that expanding the exchange would have little effect on retention. And would increase overall satisfaction.
I mainly return weekly to get the Spartan points plus to see what is new. This still happens with an increased exchange selection. Although I cannot speak for others as to why they consistently return.
On a separate note, the repetitive nature of the challenges are starting to take a toll. I would love to see more variance.
