Unfortunately 343 have never had the option to unlock the Eternal blue flames. They were a Bungie only thing and were only available for a limited time. They also were not downloaded to your console, they were unlocked server side by Bungie, which is why you wont find them on your console’s hard drive. Have you tried recovering your account and seeing if they come back? If they don’t then I’m afraid you wont be able to get them back, since like I said, 343 cannot unlock them and have never been able to.
yeah pretty much these have long since been gone… sorry man!
