I’ve noticed that “balancing” in recent FPS games, is to just make everything out of paper. I loved classic Halo where our shields lasted for more than 1 BR burst, and where tanks could take 2 lasers or 4 rockets.
Don’t get me wrong, I like Halo 5, its just some things that 343i does that really pisses me off.

We can survive up to 3 bursts, takes 2 shots to laser either tank, and 4 rockets to damage them.
