In a nutshell yes they are. The elites that follow the Arbiter are working towards establishing a peace treaty with Humanity. The other Elites known as The Servants of Abiding Truth disagreed with the Arbiters idea of having a peace treaty and so formed up with other splinter factions of the Covenant to create the ‘Storm Covenant’ which we now fight in the story mode. I for one seriously hope that we see the Arbiter again, hopefully sooner than later.

Jul Mdama is leading the Storm Faction (Originally I thought it would be Tel’cam), which him, well mostly his followers believe in the Forerunners as their gods.
Think of it like the UNSC and Insurrectionist, thats basically what it is in a nutshell.

I never noticed brutes until H3, I always thought they were ugly elites or Gorillas that wanted revenge on the human race.
