<mark>Before flaming me, please note that this is my opinion. I only wish to express how I feel about these changes.</mark>
I personally don’t like the new look for the Covenant. Their armor and physical traits makes them look bland and less intimidating than in the previous games.
The jackals are described as bird-like creatures and now show off a more reptilian appearance in Halo 4 (the Skirmishers in Halo: Reach were a prime example of their evolutionary chain and I wish some of their traits were incorporated into the final creature for halo 4).
The Elites are described as proud and honorable fighters that are equally as strong and durable. In Halo 4, their stature shows a miniscule muscle development with burly armor to compensate for their apparent lack of muscle structure (a little more muscle would fix this oversight).
Grunts have always been ugly. 343i has only added more ugly to them. No complaints here.
As for the hunters, I love how they showed off more of the Lekgolo worms that form the colossal enemies in the joints of their armor. This felt like a step forward. However, I loved the more jagged and boxed shield from the previous games and wish that 343i left them untouched.

These aren’t the standard Covenant troops you would see regularly. These are religious maniac aliens which broke off from the Covenant at one point. I read that on some wiki, so I might be wrong. I find the looks suitable, its not like I’ll be staring at their pretty faces long before planting a bullet in them.
There armor is just going with cannon. These elites are part of the “Storm”. Basically, a faction that still believes in the great journey and sees forunners as their god. They are limited on what supplies they have left, hence the more “bland” looking armor.

Though it would have been nice if that had been pointed out in the Campaign.

I’m pretty sure when the Protestants broke away from the Catholic church, they didn’t develop scales and become lizards.
The Covenant in this game all look like reptiles, and are almost all unrecognizable from previous iterations. Seriously, if you saw the new Grunt and Elite without any armor, you’d think they were from Gears of War and that the Jackal was a mini T-Rex.
Halo 3 had the best looking covenant in my opinion. The Elite’s armor in particular gave me the impression of them being knightly. Hard for me to explain.
The armor in halo reach and halo 4 looked a lot more alien. I realize this was the intention but it detracted from their character in my opinion.

Several of my friends thought of Locusts when they saw them for the first time. And now I will imagine killing a baby dinosaur every time I punch a jackal.
They all look terrible. So bad that when they showed them off before release I was considering not getting it, and it remains one of my biggest issues with the game. They look like little weak toys, the grunts look like -Yoinking!- sharks. Jackals look limited. DONT CHANGE WHAT IS ESTABLISHED. I get tired of hearing these are not typical covenant ect ect. Just because they break off from the group doesn’t mean they magically change skeletal structure and look all together.

Say what you will about Reach, but that game had the best Covenant in the series, both design and gameplay wise. Well, except for the Brutes, but they were never fun to fight in any previous game.
Actually, I really enjoyed the Covenant in Halo 4. Now, if they stayed true to the original designs (You can change armor all you want, as long as the anatomy is the same), then I feel like I would’ve like Campaign and SpOps a lot more.

I am inclined to disagree with you on one point. The standard Elite’s helmet in Halo 4 looks more like a goofy looking hat. I agree with you, however, on the point that Halo: Reach’s Covenant designs are awesome.
The covenant in halo 4 all look vaguely like sick frogs, pale skin, the elites have scaly, pale skin, the jackals look like small dinosaurs, etc.
Overall I really don’t like the way they look, they’re not muscular at all, their genetics have changed extraordinarily, and generally they are a shadow of their formerselves.
I like the new design of the Covenant, makes them look much more threatening. Also, for those complaining about the Covenant being sidelined, having no character development in game, that was the point. The Promethean are the main enemy in the game, we already seen and know many of the Covenants aspects and culture throughout 3 games (6 if you count the Spin Off Trilogy of Wars, ODST, and Reach) , now in Halo 4 a new enemy gets the spotlight. Dont worry, Im sure the Covenant, both Storm and Arbiter followers, will get much more attention in Halo 5.
While I like the new look of the aliens, their armor appears a little too ramshackle imo. I understand that they’re just a remnant of the Covenant though.
