Founded off of the desire of wanting something new and different, The Commission takes an unconventional approach at clans by rooting itself in the core structure of the Italian-Mafia and its counterparts. In order to accommodate the fundamentals for a Halo clan to function, compelling changes and additions were made to the original Mafia structure. Such as more ranks and positions. As already stated, The Commission takes on the concept of the former Italian-Mafia from the late 1960s and 1970s and put a Sci-fi theme over it.
