I didn’t watch the stream so I read about it and watched a short video. From what I got, any insider that is an xbox user can play the beta, not PC players?

PC players have to be registered to Halo Insiders so they can be sent a steam key that gives them access to the beta.
Yup, as HyperLethal said you have to have registered your steam account on the Halo Insiders page here on waypoint to receive a Steam key for this flight. If you haven’t done that already done that you will miss the upcoming flight, but you can still set it up for future flights so you don’t miss out:

But im already registered on pc for steam, so it doesn’t matter because its not on my xbox?

Since you’re already registered for steam you will be eligible to receive a code for steam when the flight starts.

There’s some misinformation in this thread.
PC users can only play the beta if they play via Steam and were registered to the Xbox Insider Program before the beta launched.
If you play Infinite via the Xbox app then you cannot play the beta at all on PC.
