Dunno but I dig the gotee on the ones from 3.
The ones in Reach are just fugly lol.
Bungie specifically said that, in Reach, they tried to return the Brutes (and Elites) to a more dangerous, “scary” state. I suppose the Reach Brutes look more menacing. Bungie specifically talked about this subject in their last ViDoc.

but i still like halo 3 brutes better.
The Reach Brutes are a little closer to the Halo 2 version. They’re more “barbarian-like”, for lack of a better term; whereas the H3 brutes are just replacements for the absent Elites, right down to their power armor.
I prefer the Reach Brutes.
I know technically Halo 3’s engine is supposed to be “outdated” but to be honest…it looked a hell of a lot better than Reach does.
Reach Brutes don’t look scary either :S

At that time the brutes were in a low level of the covenant, so their appearance had to reflect that.
