I’ve been playing Halo 4 again for about a week now, and while the H4 Binary is an insta-kill no matter where you hit them, the H5 binary is a one-shot headshot weapon, so it still insta-kills if you hit them anywhere above the neck.
If you look at the description for the boltshot, it mentions “adaptations the Prometheans have displayed since the disappearance of the Didact”. So I’d guess it’s one of those
Edit: That’s an in-game reason, but I don’t know of any balancing reason.

So if you sweep shot their head area it instantly kills someone?

In my experience yes. Though it is finicky, where most times you have to directly hit them between the eyes, or where the eyes are under the helmet if you want a guranteed insta-kill.
It was changed because the Halo 4 binary was OP. Now it’s still a OSK weapon wherever you hit them but you need to keep the beam on them for a bit. It’s perfectly fine where it is now imo.

You don’t necessarily need to aim for the head. Just maintain your crosshair around center mass and you will get reliable kills.

It is not a one shot kill weapon. One shot kill means if you hit them, regardless of where, they die.
If i shoot you on the foot with a rocket launcher, you die. If i blast your shin with a rail gun, you die.
Those are one shot kill weapons.
It’s correct, and more accurate, to say it is a high power laser weapon.
If I remember correctly they changed how every single Promethian weapon works from H4 to H5 (except maybe the Scattershot?) I think it’s just balancing for the game. Sure, the laser sight made scoping in with the H4 binary more risky, but you could still always zoom in and shoot in one quick motion and that made the weapon too powerful. The way it is now, it is still a powerful weapon, but they have removed the ability for players to bypass the laser sight component slightly.
You would think that the binary rifle either kills or doesn’t, given its nomenclature. I don’t like how you can get hit someone with it and they don’t die. A better nerf would’ve just been to severely reduce the aim assist, imo.
Because the H4 binary rifle was one of the dumbest design decisions you could think of.
The H5 version makes sense to take a second because it makes the headshot easier.
With human or covenant snipers, it’s all-or-nothing, you either hit the headshot or you don’t.
But with the binary, you can be slightly off when you fire it and still have a chance to correct. There’s a fair bit of room for error with the timing too.

You can hit them anywhere with a binary and they’d die. It doesn’t need to be a headshot. You just need to keep the beam on them until the shot is finished.
There were a TON of changes made from halo 4 to 5, the biggest is probably all the bungie members left except Jason Jones (I believe), the biggest change is probably the leap from lots of story to no story at all (unless you read all the books and played spartan ops) due to the lead writer (formerly bungie), there was tons of changes with the weapons and the worst change IMO is probably the light-rifle

Yeah, I’ve noticed that and thought it was stupid because they were the same before the Didact and after, other than they turned orange (the prometheans)

One trigger pull kills someone, so I’d still say that it’s a OHK weapon. Just because you need to keep on target for longer doesn’t mean it’s not a OHK weapon.
Edit: I can shoot you in the foot with a Binary Rifle and kill you in one shot. I don’t understand that point of your argument.
Edit 2: I like the way that it is in Halo 5. It stands out now, as apposed to being just a better Sniper. Having to keep on target adds a level that no other power weapon has. It’s good.
