Increase Stability and Rate of Fire.
This would help make it a more stable firing platform and able to more easily beat other guns at medium range.
This outlines everything they wrongly changed about the BR and what most players want to see changed (reverted is a better term realistically). I still don’t understand the thought process behind doing something so blatantly bad for the sandbox and then never fixing it after all the backlash. Unfortunately, they won’t change anything now because they did not plan the tunings properly. Everyone has moved on to Infinite so we’re stuck with things the way they are.

Second, did they change the BR bullet velocity with the tuning? I don’t remember anything of the sort in the patch notes and I don’t feel like I ever have to lead my shots.

If you took out both of those aspects I think the BR would feel much better without actually having to buff and handling or damage.
I definitely agree w/you to an extent OP. Although I wouldn’t expect any changes to the BR (or any other weapon in Halo 5) for the duration of the game’s life as 343 is focusing on Infinite.
One observation I have, most Halo 5 weapons, including the BR, are “hitscan” (except rockets, plasma caster, etc.). I say “hitscan” because technically they do have a velocity but it’s extremely fast and in-game it’s pretty much hitscan.

Why are there assigned values to bullet velocity in the raw game data? Also, when zoomed in twice with the sniper in H5 and shooting across Dispelled or Viking, I have had instances where the enemy player is moving quickly (from a lift or sprinting) and a red reticle shot will not always connect.

It’s not a registration issue. Double-zooming the sniper can still present a red reticle at the near-max range, but won’t get the bullet magnetism. It actually seems like sniping outside RRR of single scoping, regardless of the reticle is red or not, has a vastly decreased bullet magnetism, which is fine.
I honestly don’t know about Halo 2 ever being hits can, I’m pretty sure it was projectile as well. I DO know that from Reach and on has been hits can, because Bungie touted that as a way to make gameplay immensely more fair, albeit they introduced that garbage bloom mechanic with it.

I have to disagree. The BR isn’t that bad. Before the initial updates I was able to easily nail 7-8 perfects per game minimum. Now, I’m lucky if that’s the max. My accuracy has dropped a tad overall, but the BR handles well. It’s meant to be a tad shaky to help keep it’s mid-range focus instead of trying to cross-map everybody. Within it’s intended range, it functions well. It’s not absurdly overpowered with magnetism like the H2 BR is (which honestly needs a bit of a tone-down there), so I really don’t have much of an issue with it.
I still rely on it more than anything and because everyone else is seemingly so bad with it, I walk through a lot of players. To be completely honest, if you think it’s bad, it’s just because you relied too much on it’s overpowered aiming before and can’t adjust to the version now that requires you to be more accurate.

They need to nerf the pistol, so the AR, BR, and DMR are not so terrible.

People confuse utility with the property of being a sidearm. Most FPS games utilize pistol-type weapons as a backup sidearm. Halo 5 broke this trend and made it the go-to in many scenarios that a skilled hand can out-maneuver and kill opponents close to mid range that wield a variety of weapons.
The chief needs a break sometimes though. Don’t be so harsh on him, Commander.

I have to agree with Co2 OUTBR3AK and MCP0 S117 John. I play Halo very often and honestly the battle rifle is in a pretty good place. It’s really not that bad. I perform just fine with it. I do agree that its not what it used to be but it is definitely not broken. Back when it was over powered, I could use it just how I use the Halo 2 battle rifle today if not better. On top of that, there was no reason to use the carbine, DMR or even the light-rifle. The change was needed in my opinion even though I had a lot of fun with it. If you just practice enough with it you’ll be fine and more consistent with it. Also as much as I like the pistol, it’s gotten to a point where it’s used to much in almost every playlist.

I mean I can still reliably use it. The issue is that it isn’t better than the pistol or other weapons in any range.
There is zero reason to ever pick up a BR in HCS modes because your pistol is more reliable.
All 343 needed to do was change how strong the aim assist was at range to make it so that the BR wasn’t a laser. Instead they introduced random spread which doesn’t reward skill based gameplay.
The BR does not handle similarly compared to other weapons. It “feels” off to me which makes it less enjoyable to shoot. I would have much rather kept the same feeling it used to have and just make targets at range harder to hit.
