I think that they are available through the team req packs in the Microsoft store - go to Esports/skins and it will give you a bit more detail
Edit: it says if you buy the pack multiple times you have a chance at getting more hcs skins, with the armor included in the req pool
I couldn’t find them for sales like in the earlier years.
