You guys remember are old buddy, the Arbiter, right? Well, I was just thinking to myself and I thought, “I wonder what the Arbiter will be like in Halo 4.” Surely he should be coming back, so I thought about what would he look like, and what would be the reaction of having Master Chief and the Arbiter reuniting again? Stuff like that. It oughta be pretty cool right?

No where. It has not been confirmed yet. He is thinking of this photo, which was a fake. I’d love to see him return, which I have no doubt he will eventually. If not Halo 4, then possibly the next two games.

If he is in the game any way, whether it be campaign or spartan ops, I will be such a happy man.
Arbiter will not appear in Halo 4. That photo is fake and the source you guys are putting up is not liable. I know people on the forums here like the Arbiter and like to see him again but you have to face it. When they say ‘there will be no Arbiter in Halo 4’ its best to drop the topic and move on.
