Maybe in regards to the original content on the two discs, but this is new content stored on your HDD.
Also, its Mk. V, not Mk. IV.

I don’t think they’ve ever said anything about halo 4 and armours only past games (adding armour bein not possible).

They said that there wasn’t enough room on the disk for more armor in this Bulletin. However, this new content is obviously not included on the same disk as the rest of the game, or any disk at all for that matter, so this isn’t an issue.
Lack of those armors isn’t related to disc space at all. The second disc contains nothing but “Infinity,” and as such, it isn’t full by any stretch. Even if that was the case, there are loads of leftovers in the game from Halo: Reach that could’ve been removed to make space for different armors. There are fully intact bipeds from Reach left in Halo 4, and I can assure you those take up more space than a simple model and skin do.

Armor actually takes up a lot of space since it has to be added to every map, both in Spartan Ops and regular multiplayer. Armor DLC hasn’t been done in the past because you would have to download every single map over again just to use the armor. However, since 343i has said that they did a lot of under-the-hood changes in order to make this bundle work, so I’d assume that they have changed the system to allow for smaller downloads and the ability to fit more armor.

Probably from it being on disc.
Since the armor’s going to the hard drive, and that time has past since Reach and now, 343 found a way to add them in. Thus, new armor.

You sure about that? I’m pretty sure there’s just the one file for each model and the game imports/references it during gameplay. That would seem like a ridiculous thing to do, and would mean that they’d also need a duplicate of every single prop that’s used on multiple missions/maps…
My guess is they just didn’t make them in time for release due to budget or time constraints. Even something simple like the new Mk. V would take about 20-30 hours to model, unwrap, and texture.

My guess is the TU that’s being released alongside this pack will have a pretty hefty filesize associated with it.
He’s right, every map is self-contained. That doesn’t change the fact that armors have inconsequential file sizes and could easily fit by simply removing the random leftovers from Reach that are sitting in the game.
Previous games couldn’t add new armor because of the fact that all of the models/skins are located within maps. This game should allow for that quite easily because multiplayer maps are required to be on the hard drive, and can therefore be overwritten.

Every Halo game has had this self-contained map structure, since Halo 4 is based on the Reach engine we can assume the same for this game.
A good clue to it being the same is the fact we can’t play Dominion on certain maps because they lack certain vehicles.
