If you are on waypoint you can get it just go to the req store, un-opened packs and open it.

Which confirms that you cannot just “get it in the REQ store”

Packs should show up on waypoint just like in game, at least they used to.

It’s entirely possible that you already opened the pack without realising it. I probably did that, myself.
