Honestly I’m not sure, I mean I could say it’s to do with humanity currently being kind like the ‘ST:Federation’ but the previous humanity seemed the opposite of what the current humans in the Halo universe behaved. Maybe something to do with our term ‘humanity’ in the sense of someone being ‘humane’ enough to warrant handling the mantle like how Thor is worthy of his hammer. I guess it’s based on the general formation of the a civilization to see if the majority are worthy and not the minority of the worthy ones.

Most likely the Flood
I believe that Cortana and her created are acting on behalf of the Flood/the Flood’s creators (the Precursors)
When Halo 5 Cortana gives her speaches, some of what she says is almost word for word what the Flood has said in the past, or something the Ur-Didact has said in the past following his initial interaction with the Primordial.
Without the fragment of Cortana containing her humanity (the one that saved Master Chief at the end of Halo 4), What was left of Cortana was no longer able to resist the Logic Plague she received between Halo 2 & 3, as detailed in the story, “Human Weakness”.
The Flood already tested humanity, and I don’t think it’s a coincidence that the Flood amassed its forces in the only place in the Universe within range of a Halo that could be fired without significant innocent casualties. The Flood has taken extreme measures to craft a scenario where it had a plausible “out” without revealing that the Precursors didn’t actually want the Flood to succeed. I don’t expect the Flood to emerge in force, because if it actually tries, no one can stop it (Even against the Forerunners, before it started using Neural Physics, just the power and abilities it was using were about a third of what the Forerunners knew it was capable of).
I believe that the test for the Mantle has to do with our dependence on AI. I believe this whole Cortana and the Created vs the Universe is just a test that will come full circle at the end of Halo Infinite.
Well wasn’t the main test for the mantle was the flood and who ever could stop or overcome the flood was the most worth of the mantle but Humanity has been able to defeat everything so it would have to be something more power than the flood and the chosen combined like almost precursor level
