If it’s just one guy that teamkills you once or twice, just laugh about it (because he certainly is) and keep enjoying the game. It is not illegal because the moment you buy the game an dhop online you are abiding by their TOS, if you violate their TOS they have every right to ban you.

Out of the matches I played the othernight, 9 out of the 10 wins or losses were as a result to 3v4 or 4v3 matches. I don’t feel a valid win when the other team is down a player, just like I don’t feel like the loss was justified when one of my match-made team members left in the first minutes of the game. And with CSR being linked to game wins, instead of KDR, leavers kinda screw over the rest of their team.
So yeah, quitting affects other people in Halo 5.
