Tell me again why the BR isn't a 4 shot?

I have been playing the game and noticed that the BR takes five head-shots to kill a player. However, unlike the DMR you HAVE to hit them in the head. (the DMR allows you to shoot them anywhere 4 times and their shields burst–BR doesn’t do that). This makes the DMR much more powerful.

Maybe there is a post that already explains this i don’t know but if someone could explain that would be great.

Because all 3 BR bullets have to hit the play 4 times to knock their shields out.

The BR and DMR are so well balanced. I mostly win when close range using a BR against a DMR. But at longer ranges I get mostly crushed.
Seems correct.
