The hammer should of had a different function as well like suck the enemy in and then lunge at them either as 2 seperate triggers or 1 with it having the suck in effect and lunge all at once with a longer range.
The Mythic Gravity Hammer in Halo 5 is not meant to be the Fist of Rukt, but a completely different weapon. Tartarus’s Gavel is the type of hammer that Tartarus would give to his most loyal lieutenants, as explained in the weapon’s description.
I wish we would have had the Fist of Rukt, but I guess that would have taken too much time and effort.
The Tartarus’ Gavel and Fist of Rukt are two entirely separate kinds of Gravity Hammer. The Fist of Rukt was a something of a family heirloom for Tartarus’ clan, having been passed down to each successive chieftan within it. The Tartarus’ Gavel appears to be a variant of the Type-2 Gravity Hammer found throughout the franchise, modified to release shockwaves upon impact and gifted to those he considered most loyal of his lieutenants, as Hotrod192 said above.
I’d have liked for the Fist of Rukt to be in Halo 5, but this really feels like you’re reaching to find ways to criticize 343. Why not do your research before making a complaint?
The fist of rukt is Tartarus’ hammer however Tartarus’ gavel is a hammer given to Tartarus’ most loyal lieutenants.

It does seem like a weird decision lol.
You know tartarus has invulnerability with the Fist of Rukt, right? Now why the hell would want that in Warzone?
