You can use a plasma pistol to disable the vehicle or flip the tank over, which may cause him to leave the vehicle.

Also about the Hijacking Dank Master Havel the Rok I address that question with one of my own: Why can people yoink my assassination of the Warden ? The answer: Cause if you could just wait around and assassinate the Warden for an easy guaranteed kill (without the risk of someone swipingit out from under you) it’d be broken as hell. So that’s likely why they don’t allow hijacking or invincibility on the Warden while you assassinate him.
