With the release of new Halo 4 details, it seems that the introduction of tactical packages (and support packages as well) will be a very refreshing experience.
However I’m a little confused as to what the firepower package alludes to exactly.
Is it the ability to replace your secondary weapon with another primary weapon, in effect the reincarnation of dual wielding, or is it the ability to carry 3 weapons at once (Which I think it is)?

You can start of with two primary weapons, so the second primary weapon will replace your secondary weapon.
So instead of:
Primary: DMR
Secondary: Magnum
You can start of with:
Primary: DMR
Secondary: Battle Rifle
