Switch to Gold Packs without all Rare Emblems?

I just received the 1500 RP card in a silver req pack. now while i have all helmets, weapons, armors etc. i lack a lot of rare emblems (like 50 cause there a sooo many emblems, for whatever reason) can i still upgrade to gold packs or would i waste them on rare emblems?
343 changed the req system so you can get 2 “normal” unlocks and an emblem as a third unlock - does that mean i will unlock 2 ultra rare/legendary customizations when buying gold packs now?

btw: still missing a rare AR weapon skin - guess thats a bug should have unlocked it before receiving the 1500 rp, right?

most of those rare emblems are unlocked through MM commendations such as weapons, vehicles etc. so yes its ok to move forward to gold

also you will get 2 ultra rare and higher unlocks (except for i guess that skin you are talking about) if you want try buying 1 more silver pack and if nothing just move on dont waste reqs on silvers if its just giving back RP
