Ok, on a roll tonight with hopefully new ideas.
Multiplayer is multiplayer. it will be balanced either way.
But campaign is a whole new ball game.
Am i the only one who laughed at the AI in TaR and on the sniper mission in Reach (damn i forgot the name lol) when the sniper is so rediculously loud and you pick them off and they don’t even notice?
We should have weapons that are suitable to the mission.
Stealth mission. Suppressed weapons are obvious. and more realistic. We all want a silenced Br,Sniper, SMg and Automag. Why not the combat knife? as an insta kill melee weapon on unsheilded enemies? actual silent takedowns for assassinations? (hand over mouth, neck snap)
Or what about fire ammo for shotguns and ar in a breech and clear mission?
or a handheld gauss cannon (as we have destructable environments now) where you go on a rampage?
cluster grenades?
all these things would make the campaign much more memorable, without ruining the balance as it’s campaign only.
if people complain they want them for custom games then make it an option for the weapon. simple. but keep it to custom and campaign.
Just food for thought 
I’d love to have suppressed weapons in Campaign, especially on missions like Truth and Reconciliation and Nightfall. It’d be cool to use the ODST SMG again too.
Any weapons available in campaign should be available in customs and forge.
Halo currently does not allow for integrated suppression (AFAIK). In ODST, notice that even though your weapons were suppressed, the Covies still noticed. That’s because that is only sound . Not gameplay mechanic.
If the sniper rifle in CE was made silent, then you could shoot a Grunt right in front of another Grunt and he wouldn’t even notice you.
Silenced weapons would work best in multiplayer. A game of SWAT. No motion tracker. The realism would be immense. Add a little Malfunction effect for no crosshair and holy -Yoink-, that would be interesting combat.

But that won’t work

That would mean reverting to Halo 3 AI behavior, where they noticed their dead.
But still, why wasn’t reaction to silenced weapons in ODST? I shoot the silenced magnum, they’ll over me in an instant.
