Make it so that a player can only possess one upon spawning. Yeah, that’s about it. As far as I know with the plasma pistol, it makes taking on a vehicle a bit of a trifle matter if a person can spawn with two, which picks vehicles apart if both stick.
The only problem I have with plasma starts is the people who just run around doing nothing but suicide sticking people all game.

I’ve always thought that the Plasma grenades should come in singles. To this day I can’t decide if the Pulse grenades should come with two or stay as is…

Yeah, it wouldn’t fix the problem but it would maybe slightly diminish it. I’ll never understand why you only get 1 pulse grenade but they let you have 2 plasmas.
Maybe they should reverse the numbers. I’ve never even had much use of the PG since it has such low killing capacity compared to the other weapons.
