In Halo Wars 2, I feel that as soon as teammates dies/quits, his allies stand no chance against the full team and they lose hope as soon as it happens.
Heres my suggestions to help the losing team:

When a player is defeated, all of his current resources are given to his teammates with same giving system. (300 Supplies/Power = 200 Supplies/Power to a teammate. ⅔ of the given amount)
Here’s how it works:
Player 1 has 2000💰/1200⚡
Player 2 has 3000💰/1800⚡
Player 3 has 1500💰/1800⚡
“Player 2 has been eliminated.”
Player 1 and 3 recieved 1000💰 and 600⚡ each because ⅔ of 3000 is 2000 and ⅔ of 1800 is 1200 divided by 2 make 1000💰 and 600⚡. Note that a number like 1233 will be rounded up to 1200.

Each survivors Population Cap is increased by a quarter in a 3v2 of the late player’s cap by half if 2v1 from 120 (Counting Reinforcements)
In a 3v2, The two players get 30 more Population = 150 Max each. It become a 360 Cap vs a 300 Cap. (If the situation is changes to a 2v2, everyone gets the population increase.) 2v1 makes it that the lone player is increased to 180 and a 2v1 that previously started as a 3v3 make it that the lone player is increased to 240. As you can see, the losing team will have 60 less population than the winning.
Be aware that the losing team is still kinda punished for losing their teammate by not getting the totality of their teammate’s ressources or Population.

I somehow wish they would implement an ally a.I if your teammate quits,but I don’t like quiting on 3v2 because I’ve come back a couple times and it’s hard to pinpoint what to do exactly,it all depends on your teammate and your opponents
