343 sent me the code to get all the specializations a week or two ago. My first Spec was Operator (I didn’t have the codes yet). I got the code mid way through completing Operator and received all Specializations. I then got Stalker. After I beat Stalker, I can no longer pick any Specializations except Wetwork. What’s up with that?
I would try restarting the console or re-downloading the specialization dlc that Microsoft so graciously gave you.
I don’t think it would work. I might try using the Wet Work Spec and see if that’ll do something.
Yes it DOES work. That has happened to quite a few of us. Just redownload the spec dlc and you’ll be good to go. Have fun and happy fragging 
I’m also stuck at level 70 because the code was sent to an email account I no longer have access to. I didn’t receive a message on my console either, and if I did it was inadvertently deleted. I meet all the eligibility requirements but can not access the code. please advise, Thanks.

I spent the last two hours with customer service trying to figure this out and all I could get out of them was the official statement you must be referring to. The tech said sometime in December the codes will be released on the xbox live market place for purchase. He suggested calling them after it came out to see if they will offer a account credit for purchasing it.
