Where are the jackals, weren’t they a mercenary/pirate type as well? They could have aidded atriox along with the shipmaster. I wouldn’t mind seeing a jackal leader or at least a banished hero.
Jackals usually work for treasurers and reward, I’m guessing they didn’t join the Banished because there was no incentive to join.

I didn’t think the elites did either, unless there’s more to than the jackals.

The Elites in the Banished are professional mercenaries, willing to put their hatred aside for money.
Jackals are more like pirates. Some are mercs, yes, but not professional. That’s my theory at least.
I think atriox chose not to have jackals because how terrible they are. They started the grunt rebellion by killing grunts because they simply didn’t like them. I also they think would sell out to atriox for money of certain rights. Even grunts are more trustworthy thanot jackals.
After the covenant disbanded, alot of Jackals began Trade with Humans, Rebels and other species.
Like others have already said, the jackals preferred Treasures over anything. An Alliance of “Market” if you will. A Majority have chosen this over the Great Journey.
If it aint The Great Journey or a High Prize… Then it isnt in their interest. Ive yet to complete the campaign in Hw2 but if its anything to do with just the banished having “Power” i can see why it wouldnt be in their interest. Power just isnt something they are looking for. It isnt shiny enough.
