Which is better?
Storm Rifle is better for killing things, Plasma Rifle is better for taking out shields. Mostly depends on what you’re using it for.
Clarification request: Are you asking if the Storm Rifle is better than the Brute Plasma rifle in H5?

If you’re comparing the Storm Rifle to the Brute Plasma Rifle, I like the Plasma Rifle a bit more. It’s just more fun to shoot, in my opinion.
The storm rifle is far superior. It kills faster and I think it takes out shields as fast as the brute PR.
I prefer storm for close combat or changing the weapon for finishing after plasma hits
I prefer the Plasma Rifle for Aesthetic Purposes.
The Storm Rifle has better damage per second and faster rate of fire but the Brute Plasma Rifle has more ammo and takes out shields faster and a bit more accurate.
in a straight up 1v1 The SR usually wins unless you miss too many shots and you overheat the weapon while there is more leeway with the BPR it sometimes better serves as a make shift plasma pistol for the “noob combo”. Depends on you play style I guess.
Brute Plasma rifle I would say because it takes 3-4 shots to take out shields and get a nice melee. While the Storm rifle is a spray and prey and over heats so quick and has less battery.
Right, plasma “expert” here, covenant stuff is my kinda thing.
The storm rifle is considerably stronger in most engagements BUT the plasma rifle is more accurate and overheats evre so slightly faster. Both hold 200 rounds (0.5% per shot). I believe the BPR had 400 when first added but I can’t remember.
So in other words it varies on engagement type ie range and whether you’re aiming to kill with the weapon or using it as a shield breaker
Close range storm is better for outright killing, but both are pretty good for gunpunching
Mid range, Storm again more useful but the BPR in the right hands can happily fight back, both are capable to outright kill but burst the storm for improved accuracy, BPR burst to keep the heat down as its kinda accurate for what it is
Mid-long, this is where you want precision weapons, Storm is fully capable of killing at this point but its better to use a headshot weapon. BPR with its lower spread is a little more reliable for this range to break shields.
Long, if you’re good you can use the BPR to break the shield then headshot but otherwise I wouldn’t really recommend it. Don’t bother with the storm unless you can actually use it well. Anything after this just don’t use them

That is the thing I missed most about plasma weapons in general when Halo 2 came out.
Canonically, the Storm Rifle. That’s why it replaced the Plasma Rifle.
