They are part of the Storm Covenant, a rogue, Sangheili-lead faction that clings to the beliefs of the Prophets. Halo: The Thursday War gives a little backstory concerning how they were formed.
Why they are called Storm is currently unknown. It could be a name given by the UNSC to differentiate them from the old Covenant.
