Well I’ve finally discovered why many people don’t have Recon, well, the new players at least, every so often, 343i will give the new accounts Recon who don’t at this time have it, as said by bs angel herself here:
"you’ll get it when we do the next wave of new players. Could be anywhere between a few days and a month."
So new players, do not worry, you will get your Recon in due time 
Finally, a thread that will answer the other million threads. Hopefully all the topics will not be about recon anymore.

People who have been playing before March 31st (especially this guy’s case) should get priority over newbs. So if you’re new, and 343i has any logical train of thought, you’ve got another month or so.
Not to mention 343i should’ve just put a button on Waypoint that unlocks Recon so they wouldn’t waste waves on people who have abandoned the game.

Well, you had it before these people getting it now. So you’re wrong. I’m glad I earned my Recon through the Vidmasters, would have been happy had I of earned it the true, original way.

We have no clue. Some old players don’t have Recon still. New players may not receive Recon for months until all the old players have it. They may also be random and mix old players with new ones each wave.
I’ve been a player since March of 2010, and still haven’t got Recon Armor yet, I logged in around the time you started handing it out. I haven’t been playing recently since I’ve been focusing on other games, but I’d still appreciate it if I got Recon armor, even though I haven’t be playing Halo 3 that much anymore.

Also, I have another question, will we get Recon even if our accounts have been inactive? I sometimes play Halo 3, other times I don’t.

Likely, it wouldn’t hurt to hop on and play a game or two then leave it again.
I remember when no one could have Recon, 5 years later people still want that armor.
