Is anyone else having the issue on PC when you start the game on steam you get an error saying “Incompatible Operating System Version. Please update you Windows 10 Operating System the the Fall Creators Update (version 1709) or higher” but I’ve already updated everything so its very confusing does anyone know how to fix this?

I got it working, I had to go into the windows setting and restore the installation of windows 10. Doing this will remove all programs of your windows 10 install including steam but you will keep all your documents and media folders on your PC. I do not recommend doing this if you’re not aware of what you’ll lose by doing so. really upset that I had to do this instead of getting some feedback about where the game is checking the windows version.
Go to Windows settings -> updates & Security -> recovery -> reset this PC. you can choose what kind of reset you want but I chose the option to keep all my files. this will take a few hours
