Did someone noticed that in the cutscenes with Locke and the Arbiter: https://twitter.com/AceParty/status/532501526691209216
so this means that Locke and The Arbiter were sent to work together (by the ONI apparently) to find Chief and so they are aware of the existence of this Forerunner machine.
