I got the code, did the link, and it said success, but the specializations didn’t unlock until I did this:

Account
Download History
found item for the code “Specialization Priority Alpha”
ran Download Again
got a message about it being on another console - ignore this and just Download Again
went into Halo 4 and all 6 items were now unlocked.
