Specializations? Help! ¬¬

Right, so I’m from England and I got Halo 4 on the day it came out for about £39.99 at Tescos. Now I’ve reached level 70 (Done wetwork and whatever the other one was) Can I not get the other specializations because I’m from England or what?
Any replies would be appreciated, thankyou.
