I’m a new player, I’ve gotten the AR pack and the smash pack, both had an emblem. Do all special commendation packs have an emblem? Are any particularly good, such that I should try and grind for that pack?

As far as I’m aware all commendation packs give you an emblem. I don’t tend to use any of the emblems but I used to rock the energy sword commendation emblem, that was pretty sweet.
also a little tip for you since you’re new player, if you want to get all the special weapons and armors start with silver packs, it’s the fastest and most efficient method to unlocking everything.
