i’m playing CEA ans scanning everything but i can’t find a spec ops elite and grunt
can anyone tell me where to find a spec ops elite and/or grunt?

If you want ones with Active Camo, try Truth and Reconciliation. If you want ones with energy shields, try Keyes or The Maw. Both types wear black armor.
