It would be a good idea to spawn elites, hunters, etc., consume your request level points 
Much like with many similar topics as this before, it would be a good option for different gamemodes and just messing up in forge.
This would be a cool way to incorporate some of the gameplay from halo wars (which i loved) into the first person shooter genre. This would be a cool spin. It could be an inverse relationship with how many bases your team controls. If you were only allowed a total of 15 ai on your side (with varying levels of req or power). It would make it more difficult to get farmed in your home base because you would have all 15 of your AI there, as opposed to only having 5 at each base (assuming you occupied 3 bases).

Reminds me of Plants Vs Zombies Garden Warfare in which you can summon zombies or plants to capture objectives or help increase numbers on the offensive side. That would be cool like a group of marines/ODSTs following you around.
It would be cool if I could summon grunts or elites to follow me around the map. Maybe even pair an Elite Card with a Vehicle Card. Instead of having other teammates in my vehicles, I could pair A.I. in them. That way if I want to drive a Warthog, I can actually have a gunner.
I would just like the idea of leading a pack of grunts as the Leader (Which would work better if I could play as an Elite).
Put AI Spawns in Forge much like the groups of enemies in Firefight mode.
Heck just think of it if we get a Forge where we can spawn friendly and enemy AI. We could make our own custom campaigns that put Spartan Ops to shame.
