Spartans and A.I. Connection

I’ve been looking at spartan armor in halo 4 because its -Yoink!-, but here’s what I’ve noticed. Every spartan helmet has the A.I. chip holder thing in the back of the helmet.
Why does every spartan armor have this? Is every spartan assigned an A.I. Like master cheif?
Can someone clear this up for me?

Every armor is built with the capacity to hold an AI, but doesn’t mean that every Spartan will have one. They don’t just make some armor with it and some without.

They probably should though.

I agree. Besides the obvious advantage it gives in combat, it also resembles how the forerunners had ancilla( spelling?) built into their armor; and I’m pretty sure humanity is heading down that same road ( with influence from the assembly of course).
