I would say both stronger and faster. A SPARTAN-II could lift three times his/her own body weight(which was nearly double, i.g. Jorge, 150 KG) shortly after augmentations, before they had fully adjusted to the them, which’s roughly something like 300-500 Kg without MJOLNIR. Their reaction time is estimated to be 20 milliseconds during non-combat scenarios, although Mendez indicates that it’s almost impossible to chart accurately. This counts toward muscle contraction as well, further multiplying the force of say, a punch. Wearing the MJOLNIR, the SPARTAN-IIs were able to run at speed up to 40-70 KMH during normal situations.

If it’s the newest RvB Season 9 Episode, I had already seen it. To clarify: I would say that Spartans, both S-IIs and S-IIIs wearing MJOLNIR are just as strong and fast(I’d say even stronger and faster) as Agent North and South in RvB Season 9, Episode 2.
