I just purchased the spartan recruit req pack and I didn’t get the extended clip magnum. I already had everything else except for that.
EDIT: I just purchased a 5 gold req pack and one didn’t give me any certifications.
You won’t get certs in all packs. Are you finished with silvers? You can tell you are finished with them, because you get 3k points back in each pack.
