i bout a spartan req pack last night and only got one skin in it, i thought we were supposed to get at least 2 skins per pack? for that i could have got 8 gold packs instead. heres a picture

No, you obviously can’t. You bought it, you get to keep what you got.
It even tells you that when you buy the REQ pack. (if you are paying with money, not REQ points)

I had the exact same thing happen to me and I paid $9.99 while all my friends got 3 minimum. I try not to get to upset about this, but I only got one skin and 4 rare items that I could have got out of 2 silver packs. I think they should address this somehow especially considering these skins were only available for 3 days.
