I don’t. Really know because Master Chief is the Master Cheif rank in the navy which means technically he could command lower ranking members then him
The Spartan take the Order by the UNSC staff, ONI and Navcom
Yes, the Spartan Rank of Halo 4 and 5 is Canon.
Other example is Sarah Palmer, She is a Commander.
