I wonder if Spartan Ops are still playable offline when the servers shut down, since it requires live gold and a connection to XBL for playing

My guess is they’ll be available for download until Xbox Live remains active. You can still “buy” the episodes (they are free) from the Marketplace even though all the legacy games were delisted.

True, it’s possible those episodes may not be playable. However, since 343i has listed Spartan Ops with a green checkmark, I’m again going to make a guess and say that they will all be fully playable.
Matchmaking may not work since that requires server use, but it may be possible to play SpOps online with friends. Campaign online co-op is supposedly still going to continue to work, so I think the same should be true for SpOps.
I don’t know if the statements given in the blogg post are true as in the current state, you need to at least be connected to Xbox Live and have a Xbox Live Gold Membership in order to play Spartan Ops.
However, it could be the case that the mechanism affected to verify Xbox Live connection and Gold membership isn’t affected by sunsetting the matchmaking servers. But something that can be said with certain is that you would probably still be unable to play Spartan Ops on an Xbox that doesn’t have a Xbox Live connection and that the gamertag doesn’t have a Xbox Live Gold membership.
Something else which can be noted is that one of the biggest issues with Halo 4 Spartan Ops (Xbox 360 version) is that it cannot be enjoyed without having an internet connection and Xbox Live Gold membership which means that you aren’t able to enjoy it on a rainy day without internet.
Im worrying about legacy spartan ops becoming unplayable with the server sunset even more currently. Even when im connected to XBL, theres this bug in H4 that makes the game to not register the connection until you quit out and restart it. And even when this bug happens i cant play any spartan ops.
As of now, i have to restart H4 every 2-4 multiplayer matches because of this, and the servers are more often down than up as we come closer to the shutdown.
I really hope 343 is gonna release a patch or something that removes the server requirements for spartan ops/customs in december
