I’m trying to figure out a Spartan 4’s limitations. Their strength, speed and durability.
For strength in Halo 3 we’ve seen Spartans flip a M313 Heavy Recovery Vehicle which weighs 205 tons and in Fall of Reach Halsey mentions that their armour increases their stregnth by 5, so that means an unarmoured spartan can carry 41 short tons. But those were Spartan 2, not sure of the Spartan 4 made some improvements.
Durability: Master Chief in Halo 3 managed to survive atmospheric re-entry. Still a Spartan 2, not sure if Spartan 4 exceeded that limit.
For speed, sources say that an unarmored Spartan 4 can run up to 40mph. But it looks like the Armour slows them down. haven’t found any sources on armored Spartan speeds.
I can imagine the Spartan-IVs being stronger with their more advanced MJOLNIR and more advanced augmentations.
The Elephant can be considered just a gameplay thing/ easter egg.
Master Chief survived because he used a door to break his fall (kinda), though Halo Reach establishes that a Spartan III can survive a re-entry with a back pack thingy.
Kelly’s maximum speed in-armor is around 40 mph.

An S4 in Gen2 armour is on PAR with an S2 in Gen 1 armour. An S2 in Gen2 should out perform an S4 by a significant margin, unless they have bleeding edge armour like Locke and Co.
Before I begin, I just like to remind you that hard limitations of the Spartan 4s in Halo is not easy to pin down exactly due the novels/comics having several different writers. So there may be conflicting evidence in their capabilities.
With that said however let’s begin 
What we know for a fact:
“While the SPARTAN-IV augmentations enhance the subjects’ strength and speed, the improvements in these areas are not as extensive as in the two preceding programs” (Frank O Connor interview)
“However, the decision to augment adults as opposed to preteens comes at the cost of performance: the results of the Spartan-IVs’ physical augmentations are not as effective as those of the preceding generations.” (Frank O Connor interview)

-This means that our of armour, Spartan 4s are not as powerful as Spartan 2s or 3s.
“However, few of the procedures are directly derived from either the augmentations of the Spartan-IIIs or those of the Spartan-IIs, instead employing different methodologies to the same ends.” (Halo Legendary Crate)
-The augmentations used for the Spartan 4s are considerably different than the previous two. This might that there is no synergism of the augmentations like there was for the previous two, which could also explain why the Spartan 4s augmentations are not as effective.
The reason I did the above was just to make it clear than Spartan 4s are not capable of feats at or above Spartan 2/3 level out of armour.
One thing of note is that when Dare punched Buck in the abdomen, she hurt her hand while he barely felt a thing.
In GEN2 armour, a Spartan 4 can do the same thing a Spartan 2 or 3 can in Mark 6.
(note: It appears that GEN2 does not enhance Spartan 2s beyond their capabilities with Mark6. The reason for this may be due to way GEN2 is designed, since it was specifically tailored to Spartan 4s. I mention this due to the fact that Locke and Chief seemed evenly matched in terms of speed and strength during their fight in Halo 5.)

-Romeo killing Insurrectionists by throwing rocks at them
-Thorne holding his own unarmed against 5 sangheili with energy sword in CQC
-Palmer killing a Hunter with her bare hands in War Games

Why would having augmentations longer affect the strength of them? Spartan-IV’s augmentations are still more advanced no matter how you put it. Would you like to compare?

Im guessing that there are some problems with the new suits, considering that Spartans can fall from the very top of a forge canvas and survive, but then instantly die when a ghost cruising at 15 miles per hour bumps into them…

“Chief Petty Officer Franklin Mendez stated that after the augmentations the Spartans would only get better as they adjusted to the changes. Therefore many of the Spartans’ attributes have increased through time and acclimation.” (Fall of Reach)
This is because the augmentations were given at age 14 (the onset of puberty), therefore as the Spartans grew to full maturity their abilities would naturally increase.
Also while the Spartan 2s have fewer and less advanced augmentations, they are still more effective than the Spartan 4 augmentations due to them being far riskier and invasive. Also the nature of the augmentations have changed as the older generations’ augmentation were restricted to a specific gene pool while the newer ones are not.

While the Spartan-IIs have more effective training and more time to adjust, the Spartan-IVs make up for that with augmentations that no matter what you say have not only a higher chance of success, but have more effect. Heck, there are even more augmentations. No matter much training you give the Spartan-IIs, the Spartan-IVs will be more capable with more advanced augmentations. This is why a strict gene pool was not needed, all that was needed was an outstanding soldier.

The Spartan 4 augmentations are more diverse and are safer to use, but they are not more effective than those the Spartan 2s and 3s had.
The developers and the wikis specifically state this. I also talked about this in my first post on this thread.
Out of armour a Spartan 4 will always lose to a Spartan 2.
You can deny this as much as you want but it doesn’t change the fact that this is true and has been said multiple times.
And in no way are the Spartan 4s more capable soldiers than Spartan 2s. The only one that I rate as been Spartan 2 level is Locke.
A strict gene pool was not needed because the technology has advanced significantly as well as due to the fact that augmentation are different to the prior ones.
For example in terms of strength augmentation:
Spartan 2s: Catalytic Thyroid Implant + Muscular Enhancement Injections
Spartan 4s: Muscles are subjected to induced muscular growth and injected with a material that allows them to work harder without breaking the Spartan’s skeleton. Subjects also undergo muscle grafting.
Despite the fact that Spartan 4s receive more augmentations than Spartan 2s they are obviously not as effective.
