Exactly. Rockets are much better for spartans, and the Spartan Laser is only worth it if there are vehicles out on the field.

Rockets all day unless there is a banshee flying around

Rockets 10x easier against infantry. Splaser only good against vehicles or for very long distance sniping

RL’s good to make environmental damage while he SL has more efficiency in taking out vehicles in a few shots.
