In the halo 4 prologue the Spartan IIs jumped from pelicans at what seemed like a decent height and activated Thrusters before landing on the ground. So can Spartan IVs do the same thing in GEN II armor?
It’s an armor modification that any Spartan can get. Gen2 is already capable of using thruster and jet packs.
Don’t take this the wrong way, but this is a silly question.

Yes, S-IVs armor units have thrusters that come standard
As for S-IIs, I dont actually remember their armor having such capabilities othwr than their zero-G thrusters (which I havnt read or seen deployed as a landing buffer)

The S-II’s have never had those thrusters before. They were not equipped to the Mark IV, V, or VI series armors. It’s why they so many were injured when they were forced to jump from their dropships at Reach when said dropships were blown from the sky. It is not known why the S-II’s in Halsey’s flashback were equipped with the reworked armor, when in truth, they shouldn’t have even had shields, let alone those fancy tools. Or why those thrusters never again appear (Lord knows, having a Warhammer 40K: Space Marine, assault jump pack built into the Master Chief’s new suit, as it was implied to have in the first Halo 4 teaser trailer, would have made the gameplay a lot more fun and really spiced things up).
Shields were available as early as 2531. Cortana’s modified armour bases the design on a mark IV variant.
