Invite people on waypoint or tell people you play with about it.
Ask people online or use the recruitment forums and try to get people there and have a good bio. You pretty much need to get a good amount of people to join and then way point will recognize it as a active company that should be recommended and then your company will make it higher on the list which will get you more players to want to join faster unless your company starts to become inactive and full then your company will move down the list and less players will notice.
