it solves all the problems with warzone. I’m open to real suggestions as to how it could/could not work.

I highly doubt there would be many teams of 12 of equal skill available at all times. Then you need to take active player per region into account and if their connections will be decent.

If they can’t find 12 they search for 11, then 10, then 9, and so on. It may add a few seconds, but unless the population drops dramatically it wouldn’t take very long to search.
Why not just a priority system?
It first tries to match larger parties together and if it can’t it might group smaller parties in a game.
3 parties of -4- parties of 3 etc.
Rather than 12 man vs all randoms.
You know who wins those matches.
